docs(specs): reconcile and archive the hive-ui-criteria change (#373) - #380

Publishes the change record of #379: adds
_support/openspec/specs/ui-criteria/spec.mdfrom the change's delta (three requirements: component library detection and precedence, design record, measured UI criteria in review) and moves the change folder to_support/openspec/changes/archive/2026-11-05-1016-gh-373-ui-design-skill/, marked completed.go test ./tests/content/...passes. A revert restores the folder tochanges/and removes the spec.
