The 6.51.1 Publish Wolverine Nugets run failed in Pack:

error NU5104: Warning As Error: A stable release of a package should not have a prerelease dependency.
Either modify the version spec of dependency "Bobcat [1.0.0-rc.1, )" ... [Wolverine.ComplianceTests.csproj]

WolverineFx.ComplianceTests is stable-versioned. Since 43be318 it depends on Bobcat, Bobcat.Xunit and Bobcat.Generators 1.0.0-rc.1, and TreatWarningsAsErrors turns NU5104 into an error. No PR workflow runs Pack, so this only shows up at release time.

The fix suppresses NU5104 in that project, the same way Wolverine.Marten already does. The suppression is meant to stay. The package is a test harness and Wolverine follows Bobcat's prerelease lines. WolverineFx.Bobcat / .Http are prerelease packages already, so they never hit this.

Verified locally: ./build.sh Pack on this branch exits 0 and builds all 55 packages at 6.51.1. Nothing was pushed to NuGet by the failed run, because the push step runs after Pack.

The 6.51.1 Publish run failed in Pack: WolverineFx.ComplianceTests is stable-versioned but depends on
Bobcat, Bobcat.Xunit and Bobcat.Generators 1.0.0-rc.1, and TreatWarningsAsErrors turns NU5104 into an
error. Nothing on a PR runs Pack, so this only surfaces at release time. The suppression is permanent:
the package is a test harness and Wolverine follows Bobcat's prerelease lines (same approach as
Wolverine.Marten).
