Closes GH-2068 Upgrade JasperFx and JasperFx.Events to 1.17.1 which includes the fix in ServiceCollectionServerVariableSource.StartNewMethod() to reset _usesScopedContainerDirectly and _serviceLocations between handler types. Add test verifying AlwaysUseServiceLocationFor<IFlag>() does not leak to subsequent handler types during code generation. Co-Authored-By: Claude Opus 4.6 <[email protected]>
