Description
with pending OOPS PR we have more freedom with subwindow size and number of PE combinations.
This changes the soca 4denvar ctest to run in sequential mode, which is the mode we probably want to run in for soca-science. This lets me add a subwindow and drop the MPI count back down to the default 2 here
requires OOPS pr to be merged first
