Run ufs forecast in the ewok forecast suite

Description

Draft PR to get started on the ewok forecast task discussion.
I know the files are a little repetitive with Dom's PR feature/ufs_dom and we should clean that up better later.
Based on @climbfuji 's work for easier comparison of the files, but I am not trying to merge in his branches.

You need first to build the ufs-bundle with Dom's branches:

Then, you need to checkout specific branches for the following repositories:

• feature/forecast_ufs_develop for fv3-jedi (should only differ from develop in the ewok repository).
• feature/forecast_ufs for fv3-jedi-data (should only differ from feature/ufs_dom in the UFSFILES repository)
• feature/forecast_ufs for r2d2-data (adds c48 input files in gfs/an)
• feature/forecast_ufs for ewok
• develop for oops

You do not need to rebuild, since only the ewok repo is different in these. I opened the PR against develop for easy comparison.

Are these changes needed for fv3-jedi tests, or for ewok runs?

@shlyaeva for ewok runs, but these files will live somewhere else eventually (with static B files for example)

EWOK is looking for files under testinput_tier_1/inputs/UFSfiles, but the directory in fv3-jedi-data is named UFSFILES.
Once I renamed the directory the forecast defined in experiments/ufs-forecast-c48.yaml successfully completed.

The full EWOK with the ufs-bundle (Master PR #562 completed. The data are good to go.
