Changing the fcrepo version and updating the SHA256 hash should bring in the updated WAR.

I've not tested but the change seems fine to me, if it works for you guys feel to merge at will.

We're testing it on the staging site for https://arminda.whitman.edu/ - I want to get it to prod over there before I sign off on this for merging.
