[ci] React dailytest workflow

react daily test, In order to make the process more efficient and clear and reduce the all test progress hang due to some test modules hang.

1. move quantization in front of tools, becuase chat、pipeline、restful testcases depends on quantization
2. use github strategy matrix to split tools testcase into subjobs
3. add download artifacts job to prevent repeated downloads in further actions

currently

4. add mistralai/Mixtral-8x7B-Instruct-v0.1 into turbomind backend
5. add default no_kvint4 and no_kvint8 config into turbomind config
6. [bugfix] remove qwen2 kvint4 testcase from vl testcase
