Missing MspaCoveredTransaction field in US Tennessee specification #135

The Tennessee specification is the only one of all US States sections that is missing the MspaCoveredTransaction field.

I checked the iabgpp-es repository, and it appears that the field should indeed be present, if the code is correct.

Add experimental US TN implementation

Unit tests will be added when the iabgpp.com official website adds
support for this section so we can generate sample payloads.

Note that at the time this commit has been made, the
`MspaCoveredTransaction` field is missing from the specification. It
seems to be a bug, and I submitted an issue:
InteractiveAdvertisingBureau/Global-Privacy-Platform#135
