Remove Azure pipelines config file: GitHub actions replaced Azure pipelines and the corresponding config files were removed from the remote module template in: InsightSoftwareConsortium/ITKModuleTemplate#90

@thewtex CircleCI, Travis and Appveyor to be removed once the GHA workflow files are brought here whenever you have time. The README badges will need to be updated as well. |
