Initial release of the plugin.

A quick rundown:
REQUIRES UCONOMY. I don't care if you have avieconomy, use the UconomyToAvi wrapper on RocketGay.
Basically just a better rewrite of the abandoned HousePlugin that doesn't use constant checks for less lag and has configurable translations. Allows the buying of homes and restriction of outsiders from placing barricades inside an owned home.
