Add prow configurations for crossplane providers

Create prow build configuration for IBM/crossplane-provider-ibm-cloud repo.
Fix mismatchen branch names in configuration for IBM/crossplane-provider-kubernetes repo.
Add crossplane provider configurations to config.yaml
