…ingBuilder` ### What changes were proposed in this pull request? This PR aims to improve `toString` by `JEP-280` instead of `ToStringBuilder`. In addition, `Scalastyle` and `Checkstyle` rules are added to prevent a future regression. ### Why are the changes needed?
