#227251 missed updating these. Also, remove the unnecessary upper bound on numpy to satisfy pip check, which currently complains:

$ pip3 check
openvino 2025.2.0 has requirement numpy<2.3.0,>=1.16.6, but you have numpy 2.3.2.
