Here was mentioned that swipe scrolling disturbs copy row item via drag drop

For touch devices we should default enable swipe scrolling only
for non touch devices we should default enable copy row item via drag drop only

it is possible to combine both but then when scrollbar shown it is only possible to drag drop row item when directly moving out horizontally without moving up and down
