README.en.md translated to Farsi and added to project

What I have done :

1. README.en.md translated to Persian in new README.fa.md
2. README.fa.md added to folder doc/i18n
3. [Farsi / فارسی](https://github.com/HeyPuter/puter/blob/main/doc/i18n/README.fa.md) added to main README.md file

RESULT ( wait for load )
