The primary quotation marks for 'Norwegian bokmål' is missing in the corresponding language/layout.

Describe the bug
When entering quoted text in Norwegian bokmål the primary quotation marks used, '«' and '»', are missing from the keyboard.

To Reproduce

1. Add the 'Norwegian bokmål' language and layout to HeliBoard in settings.
2. Enter text in a text field with 'Norwegian bokmål' as the active input method.
3. Switch to the '?123' layout and long press '"'.
4. The pop up keys listed are then '“ „ ”', and '« »' are missing.

Expected behavior

1. Add the 'Norwegian bokmål' language and layout to HeliBoard in settings.
2. Enter text in a text field with 'Norwegian bokmål' as the active input method.
3. Switch to the '?123' layout and long press '"'.
4. The pop up keys should be '” „ “ « »', ref. Wikipedia - Quotation mark

Temporary workaround

In 'settings -> advanced -> customize symbols and number layouts -> symbols' add ' « »' to the end of the line starting with '"'.
