chore: adjust testnet config for v0.69.0 release

Motivation

This was needed for testnet-india so it can sync properly to the present.

Acceptance Criteria

• Update OPCODES_V2 feature-activation period
• Add some transactions to SOFT_VOIDED_TX_IDS and SKIP_VERIFICATION
