chore: update localnet.yml to support nanos

Motivation

We are updating the localnet guide in https://docs.hathor.network/how-to-guides/networks/set-up-localnet

Acceptance Criteria

• The localnet.yml should support nano contracts without restrictions on OCBs
• Its network name should be updated to something supported by the wallet-lib (because we will have the Explorer in the guide now)

Checklist

• If you are requesting a merge into master, confirm this code is production-ready and can be included in future releases as soon as it gets merged
