🧹 chore: extract runSandboxSnapshot logic into smaller functions

🎯 What:
The runSandboxSnapshot function in src/lib/actions/sandbox/snapshot.ts was excessively long and handled multiple subcommands ('create', 'list', 'restore') inline. This refactor extracts the logic for each subcommand into its own dedicated function (handleCreateSnapshot, handleListSnapshots, handleRestoreSnapshot).

This improves maintainability and readability by breaking down a monolithic function into smaller, single-responsibility units. It makes testing and future modifications easier.

✅ Verification:

• npm run verify:core passes, ensuring TypeScript type checks and linting are successful.
• npx vitest run test/snapshot.test.ts passes, confirming that existing snapshot functionality remains intact.
