  • Add gtar wrapper to fix macports cache restoration issues
  • Add sccache changes and make windows cmake actually use it to fix windows build cache
  • Active the "gen 2ship o2r" runner and make the other runners depend on it/download the artifact
  • Remove 2ship.o2r from the pr-artifacts job since those are removed after 1 day anyway
