What's changed and what's your intention?

This PR introduces an active synchronization mechanism for region followers to ensure they stay in sync with leader changes, especially after table alterations.

1. Introduces new sync request for region server.
2. Syncs region followers after:

• Altering regions
• Altering logical regions
• Creating logical regions
