In past video mode was locked to 16:9 but now 4:3 is supported, to add support for 4:3 video this hard lock need to be remove. removing the lock will changed the default (that user use to see) for video mode, we don't want that.
video hard lock to 16:9 is removed, if the device doesn't supported the 4:3 aspect ratio for selected resolution toggle need to be disabled.
If current device or selected resolution does not supported in 4:3 aspect ratio in video mode handle the exception by switching back to 16:9
