Knative prow: automated deployment

This had been piloted on k8s prow for 2 months https://github.com/kubernetes/enhancements/tree/master/keps/sig-testing/2539-continuously-deploy-k8s-prow, and oss prow for 1 month #851.

Both were proven to be pretty reliable, so moving forward on knative prow
