I added autobumping for misc images when I updated the autobump job to reference the new Prow image location, but these should be split so the changes can be reviewed, submitted, monitored, and rolled-back separately. Also updating the alert email, since OSS Prow alerts should go to us and not SIG K8s Infra folks. (Feel free to suggest a better one).
