Improve Backstage structure

ModernBB 2 was a giant improvement on the structure and look-and-feel of the Backstage, however, except splitting up the options (now "Global") page, we didn't change that much about the structure itselfs, and perhaps it's now time just for that. Removing weird placing is a priority (why is Maintenance a option in Global when there is a page for that?)!

Backstage

• Backstage: the index, here you end up when you go to the Backstage.
• Updates: where you can download and manage your forums software updates.

Content

• Board structure: replaces both Forums and Categories.
• Divider
• Censoring: censor some words that aren't supposed to be used.
• Reports: here do posts end up when they are reported.

Users

• Users: manage your forums users, prune, create.
• Ranks: set ranks for your users to reach.
• Groups: create, edit and remove user groups like Members, Guest, Admins, etc.
• Divider
• Permissions: change the stuff people can do.
• Bans: ban people which aren't allowed to do something on your forum.

Settings

• Global: general settings, like board name, etc.
• Appearance: settings that change the appearance of the forum software.
• Features: settings that affect features, like quick post.
• Registration: settings for registration, comes from Global.
• Email: email settings.
• Divider
• Maintenance: maintain your forum, prune post, activate maintenance mode, etc.
• Database management: back-up, restore and optimize your database
• Divider
• Backstage: change settings specific to the Backstage, like color, etc.
