add document types and sizes as environmental variables #4165

As discussed on gitter on January 15, 2019 12:20 PM I added ALLOWED_DOCUMENT_TYPES and MAX_DOCUMENT_SIZE as environmental variables to the docker .env files.

Both variables work the same as in settings.py.

What about this comment on MIMETYPES? Do they need to get modified, too?

@gannebamm let's wait for travis to pass, meanwhile can you please update the branch of your PR with the master branch? As you can see it is claiming

update to upstream master
