This ends the tortuous process of getting everything built on macOS Sierra, in a way backwards compatible with 10.9.

When building on 10.12, configure was picking up a `getentropy()` function that doesn't exist on prior OSX versions, so builds made on 10.12 would fail to run on 10.9. This appears to be immune to the charms of MACOSX_DEPLOYMENT_VERSION, so hacking the configure script was the only option.
Even when building on 10.12 and then running on 10.9.
OSL on OSX now requires atomic and serialization, and it seems useful to include others in case they are needed by plugins etc.
