Additional update stars needed

@angela-smithers , can you manually add stars to the following indicators? They were missed somehow (probably because they were gray).

14.c.1
17.18.2
17.18.3
17.19.2
@Kali2017SDG, if you notice any other indicators missing update stars, please add them here.

Indicator 17.18.2 now has data and has star, but, the gray "Improving Measures" icon should be green "Reported Online" icon.
JP: Even with data, 17.18.2 must remain grey as it is a tier 3 indicator. No change.
