Edit the "Production" filter of the websites report to include digital_brand_category = null (or blank)

Note: this is only when selecting the "Production" filter button at the top of the websites report view. When this filter is selected, it currently should display 167 sites, but it is only showing 160. We need to include the blank entries for the digital_brand_category data field to account for these missing 7 sites.
