Package MariaDB failover scripts into RPM

Once we have migrated the failover pipeline to use MariaDB database, we should look into automatically packaging the needed files into RPMs for ease of deployment on the failover / housekeeper.

I imagine this could be done with GitHub actions, with some use of FPM if needed.
