Auto merge Dependabot PRs for minor&patch updates #784

I've taken this from the Dependabot documentation: https://docs.github.com/en/code-security/dependabot/working-with-dependabot/automating-dependabot-with-github-actions#enable-auto-merge-on-a-pull-request and only removed the limitation on a specific dependency and also added minor version updates. We may need to remove the requirement that a PR needs one review approval for this to work which isn't a problem in my opinion.

We may need to remove the requirement that a PR needs one review approval for this to work which isn't a problem in my opinion.
