This PR updates our project files, devcontainer, and CI to use the latest .NET 8 SDK.
It also updates the macOS test targets in the CI:
macos-11is deprecated and thus removed,macos-14is added and runs on Apple Silicon (aka arm64),macos-13-xlargewasn't free and is replaced bymacos-13which runs on Intel (aka x86_64) instead of Apple Silicon.
