Week 4 - Mess module bugs

Describe the bug

1. Meeting minutes are not available for students and mess manager
2. Mess convenor is unable to share meeting information
3. Mess convenor should have access to both menus
4. Students should be able to see the payment status of their mess bills
5. Mess convenor should have access to previous menu change requests and their status

To Reproduce
Steps to reproduce the behaviour:

1. Login with a mess convenor account - 2019014
2. Click on 'Meeting Information'
3. Fill in the details and submit the form
4. See error

Expected behavior
Mess convenor should be able to share meeting information
