Investigate zombie forc processes #7450
Description
This is a continuation of #7449. If the assumption on potential root-cause explained in #7449 holds, than all the forc tools might be affected. Indeed, looking at System Monitor on my machine I could see the following:
Most of these forc build and forc test runs were quite old. I don't remember recently building or testing particular projects that those runs built or tested.
However, when I run forc build on, e.g., forc v0.69.1 I don't see any zombies remaining.
