DROP WHEN FIXED: explicitly set FCFLAGS

Setting FCFLAGS for the build to pick up zoltan.mod; fairly sure this shouldn't be necessary and there is almost certainly a more elegant configure fix, but this should at least progress the build. Drop when better fix is present..
