…hipped state Header implied the whole system was future work, but the section body says the core (per-runtime adapters, hybrid resolver, AgentskillsAdaptor, /plugins filter, SDK, agentskills.io spec compliance) all landed. Only the bullets under 'Deferred, not blocking' are actually open. Rename + lead with 'The system is done.' so a skim reader doesn't misfile the whole topic as unshipped.
