Problem

PR #159 (merged 2026-04-15) added a Documentation Specialist workspace to org.yaml with files_dir: documentation-specialist, but the directory was never created. Any POST /org/import with this template fails to provision the Documentation Specialist workspace.

Fix

Adds org-templates/molecule-dev/documentation-specialist/system-prompt.md derived directly from the role definition already in org.yaml:

• Three-repo ownership (monorepo public, docs site public, controlplane private)
• Privacy rule: controlplane internals never leak to public surfaces
• PR-pairing workflow: every merged public-surface PR gets a docs PR within one cron tick
• Stub backfill cadence
• Memory conventions (stubs, unpaired PRs, terminology decisions)

Test plan

• POST /org/import with molecule-dev template provisions Documentation Specialist workspace successfully
• Documentation Specialist boots and reads /configs/system-prompt.md without 404
• CI green (blocked by billing issue ci: GitHub Actions runner failing since 07:22 — all jobs fail in 1-2s with no log output #136 — fix is a markdown file addition only)
