This pull request updates the .github/workflows/on-prerelease.yml workflow to improve Docker image building for multiple platforms. The main changes include adding QEMU setup for cross-platform builds and specifying target platforms for Docker Buildx.

Docker build improvements:

  • Added a step to set up QEMU (docker/setup-qemu-action) before Docker Buildx to enable building images for multiple architectures.
  • Explicitly specified the platforms parameter as linux/amd64,linux/arm64 in the Docker Buildx step to build images for both x86_64 and ARM64 architectures.

Tested on:

PR to enable the docker/setup-qemu-action Ed-Fi-Alliance-OSS/Ed-Fi-Actions#178

Need to adjust this to have it in the same docker hub repository by setting the architecture during the build process.
