Pull down submodules needed to bootstrap Puppet install with the following script:
$ ./init-submodules.sh

If using AWS or DigitalOcean providers populate

To spin up Puppet Master locally run
$ vagrant up puppet
or at DigitalOcean
$ vagrant up puppet --provider=digital_ocean
