This PR introduces a new xml variable called MOM6_INFRA_API to control the infrastructure api. By default, it is set to FMS2 but can be changed by running, for instance,
./xmlchange MOM6_INFRA_API=FMS1. The switch is needed for multi-instance runs, i.e., #137
