Consolidates the safe Dependabot updates into one branch with consistently regenerated lock files (Dependabot's per-PR updates failed CI's --locked-mode because dependent-project lock files weren't regenerated). NuGet: - Serilog.Sinks.File 6.* -> 7.* (Core, Cli, App) - Microsoft.NET.Test.Sdk 17.14.1 -> 18.6.0 - xunit.runner.visualstudio 3.1.4 -> 3.1.5 - Tmds.DBus.Protocol 0.21.3 -> 0.94.1 (App; resolves cleanly against Avalonia 11) GitHub Actions: - actions/setup-dotnet v4 -> v5 - github/codeql-action v3 -> v4 - actions/download-artifact v4 -> v8 - softprops/action-gh-release v2 -> v3 Supersedes Dependabot PRs #2, #4, #6, #7, #8, #10, #12, #13. The Avalonia 11 -> 12 major upgrade (#3) is deferred — it needs an app migration and a FluentAvaloniaUI version that targets Avalonia 12. Verified: dotnet restore --locked-mode clean, build clean (0 warnings), 85/85 tests green.
