What issue does this PR address?
Adds logging diagnostic summary, a hosted service to log the summary on a configurable interval, and the first diagnostic summary. Other planned diagnostic info will be handle as small, focused PRs to avoid one giant PR. The aim with this PR is to make sure we're aligned on approach before getting too far into things.
