What does this PR do? What is the motivation?
Remove deprecated otel routing processor, it has been deprecated and removed in upstream: open-telemetry/opentelemetry-collector-contrib#42154. The link is already dead: https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/processor/routingprocessor
