What does this PR do?

Supports .NET 8

Motivation

Widely available as a new AWS Lambda Runtime.

Testing Guidelines

  • updated unit test
  • CDK synth locally

Additional Notes

  • Had to update dependencies for this to work.
  • Also updated examples.
