Matching returns to charge versions. This covers 1a & 1b in the ticket.
Example 1a is where we have a charge version with 2 charge elements but only 1 matches the return (only one is 2PT).
Example 1b is where we have 1 charge version with 2 charge elements, both matching to a single return.
