The new site is live now and there's a redirect in place so there shouldn't be any issues before this PR is merged. |

Description
The Developer Portal is being deprecated in favor of the Developer Center, which doesn't require authentication.

Change from Developer Portal to Developer Center and link to API docs page, which looks as follows.
