Phoenix 2025 Beta 4

This is the 2025 beta 4 release of Phoenix software compatible with the 2025 FRC beta. A notable change in this release is the inclusion of simulation and hardware support CANrange.

Important

25.0.0-beta-4 requires 25.0.3 firmware
