docs: assign corporate-master resolution ownership

Outcome

Assigns the ecosystem corporate-master entity-resolution contract to Semantic
Data Portal's existing ontology/catalog governance plane. This PR is stacked on
#73 because that branch introduces the tenant-scoped catalog identity, alias,
concept-binding, stewardship, and persistence boundary that the contract owns.

Contract

• Adds ADR 0002 and sdp.corporate-master-resolution/v1.
• Preserves three distinct outcomes: unique, miss, and tie.
• Allows a binding only for unique; miss and tie remain unbound.
• Binds request, tenant, catalog snapshot, method, evidence references,
  limitations, candidates, and result digest.
• Adds no matching algorithm, suffix list, similarity threshold, arbitrary
  weight, first-match tie break, catalog mutation, or executable-endpoint claim.

Ecosystem boundary evidence

• Semantic Data Portal PRD ONT-001–ONT-006 and ADR 0001 own governed catalog
  identity, aliases, ontology terms, mappings, and stewardship.
• Keyverse owns account identity, not corporate master data.
• TEPP supplies temporal/event measurement evidence; it does not own canonical
  corporate binding.
• RankWeave owns ranking/fusion artifacts; an artifact is evidence, not catalog
  identity authority.
• LineageWeave owns authorized source reconstruction and may consume this
  contract after an implementation is released and pinned.

Verification

• uv run --extra dev pytest -q tests/test_catalog_plane.py tests/test_catalog_plane_sql.py tests/test_migrations.py — 25 passed.
• git diff --check — clean.
• Standards basis: W3C SKOS Recommendation and DCAT 3 Recommendation, cited in
  APA 7th form in ADR 0002.

Implementation remains a follow-up requiring an accepted method ADR and
synthetic unique/miss/tie recovery tests. Until then consumers fail closed as
unavailable rather than restore local heuristics.
