test(ops): replay CDC safe observability RED on live develop

Rebuilds issue #182 from exact protected develop@609b2901d9b6b7a32c38cbbce4d27ace30dbe042 rather than rewriting stale-base PR #263.

This replacement starts as test-only RED at exact source 521754d3e2b297a2474acd9bbf431c07befee64d. The focused contract loads the deployable CDC configuration and requires the ordinary base profile not to force 100% trace sampling, application DEBUG, or Spring Web DEBUG, while an explicit local profile must restore the intended developer-verbose settings.

Fresh protected source still hard-codes management.tracing.sampling.probability: 1.0, logging.level.com.xtrmetl: DEBUG, and logging.level.org.springframework.web: DEBUG in base application.yml; application-local.yml is not yet the protected authority. Historical #263 GREEN does not transfer across the newer protected base.

After hosted current-base RED proves the intended boundary, the bounded GREEN is to remove only those verbose settings from CDC base configuration and add the explicit local-profile overlay preserving them. Preserve root/debezium levels, Zipkin destination, product configuration, standalone/MSA behavior, current security/coverage controls, and privacy-safe diagnostics.

Keep Draft through RED -> GREEN. Do not close #263 until its unique three-file behavior is proven preserved on this replacement. Stale/predecessor/synthetic-only/status-only/author-only/queued/pending/skipped-required evidence is not merge authority, and protected integration still requires unchanged exact-head checks plus qualifying independent non-author approval.

Fresh comparison proves #303 exact head 1ab76918a454d8233eabddbf206b5d4462944821 is rooted on protected develop@1f06296faf7140eff03d069cc7def2d804c02b98, while this PR remains rooted on stale develop@609b2901d9b6b7a32c38cbbce4d27ace30dbe042. The two production artifacts are byte-identical across both PRs (application-local.yml blob 8b1aaf123c969701241625d600ffd8f0bbf7b531, application.yml blob ca4fcb9ff1de009533d2ebd6d1776d715b180a5a). #303 preserves the same two behavioral assertions and only strengthens the test's beginner-readable class documentation. #303 has fresh current-head CI, Dependency Review, SBOM, SAST and Security Scan aggregates green, but remains Draft because literal-source, complete scanner, coverage and independent-review gates are separate.

This branch and its RED/GREEN history remain preserved. Its checks, reviews, approvals, statuses and synthetic merge evidence do not transfer to #303.
