This PR became conflict-bound after protected main advanced through #169. PR #173 was reconstructed directly from protected main c9c550240f5f28c04a70d1f5ead4a776444b154e and preserves this PR's complete eight-file Habit semantic surface: CHANGELOG security entry, controller authority contract, HTTP/PostgreSQL integration, HTTP-boundary regression cleanup, signed-context implementation, controller wiring, focused signed-context tests, and standards traceability.

The copied Habit file contents were preserved from this exact head; the replacement CHANGELOG additionally retains the newer protected-main plugin-installation entries. Old checks/reviews do not transfer. Continue validation and review on #173.
